Okay, unless you are adding multiple attendees at one go.
If the event is fully registered, once you click on Register button, you will not be able to register.
But if you add many attendees at once before the max is registered, you still can submit the registration. This should be considered as a bug rather than business flow. We should fix this in the next update.
Currently if any users register this way, you need to contact them to further process the registration.
