When I try to upgrade to 3.1 I get the following message:

A newer version of this package is already installed - 3.0.3

I have version 3.0.3 and I am trying to update to 3.1 not sure why I am getting this message...

May I know where you get the v3.1 installation file?
Can you confirm it is v3.1?

when I go to the extension page, it shows the version next to it... it says 3.1!
it was installed by my developer ...

then you have already installed v3.1.. no need to upgrade.
